Below is set of draft goals and strategies related to Housing, Homelessness Prevention, and Economic Development. The content pulls from the current Henderson Strong Plan, as well as sections from the Housing and Community Development Strategy created in 2020. The revisions shown are intended to address the Advisory Group's discussion and ideas generated during the recent meetings.

I suggest we reach out to OCNP to see if they think this is a given. There may be instances where we should prioritize rehab or extending affordability periods instead, in which case we would delete this strategy imo

While we should not focus all of our affordable housing attention on BLM sites, we should not ignore that tool either. This is a massive problem that will not be solved by a single tool.

Do we need to say low-income if we have already said affordable housing?
Add strategy that relates back to SNS plan and how success is measures/annual reports.
Infrastructure upgrades needed to support infill.
School District's Facility master plan - may need to rethink use of aging buildings. Broader opportunities for adaptive reuse.
Work with companies who have workforce housing programs (i.e. Amazon link) to bring them to Henderson.
What is our definition of advanced manufacturing? Don't want manufacturing that only uses robots/machines - want businesses with human workforce. Need high-quality jobs for our residents. Comparison with "dark warehouses" in China that don't use lighting because they don't have people working there.
Emphasize businesses retention and expansion. Support the businesses that we already have.
Are the specific strategies that could be developed to work towards each of these targeted industries? I.e. is there a new medical hub? How can we connect these back with the land use map? How can we get more specific?
Update with info from the Target Industry Study.
Consider what the implications are with AI.
It's important to try to attract new businesses that will hire the local workforce.

Better to compete with other regions as a collaborative team (Denver, Phoenix).
Could there be more true collaboration between other SNS communities? Competition is always going to happen, but collaboration may open more doors.
Consider adding something to legislative priorities with regard to the intersection of health/economic development.
These strategies were intended to be an action plan that may be too detailed or out of scope for the comp plan.
encampments move as vacant areas are developed. What do we do with the point-in-time homeless data?
There may be different strategies for different homeless populations; chronic homelessness needs specific resources/strategies vs. recent homeless.
Can we list/do we know who those agencies are? Perhaps, "Identify and partner with..."
Incorporate findings from RTC's housing needs study.

Affordable, attainable, workforce, market-rate, subsidized etc. There are likely different strategies that will target different needs, product, and funding opportunities. Make sure terms are clearly defined.
Education is a high priority for the general public. Publish numbers to illustrate need.

Need to coordinate with BLM to shake out what the public purpose is where sites closer in are more viable. Should be proactive, not reactive.
BLM land is on edge of city and far from existing infrastructure/transportation/services. These areas, while available, may not be the most appropriate places for affordable housing.

this could also open up new funding tools to both spur housing and transportation projects.
Comment from AG meeting: Prioritizing affordable housing around existing transportation facilities (current fiscal constraints to transit expansion, new areas may not be served).
Here are the strategies that the Affordable Housing Committee presented to the City Council.

Key recommendations from the committee:
Increase affordable housing supply: Advocate for more affordable and attainable housing by requesting financing, funding, and land for development.
Promote workforce housing: Pursue a voluntary inclusionary zoning policy to help ensure a supply of housing that is affordable for the city's workforce.
Explore land trust programs: Investigate the potential for a land trust program, potentially through public and private partnerships.
Support legislative action: Advocate for legislative policies that support the creation of more affordable housing.
Fund and allocate resources: Continue to request and secure funding and land for affordable housing developments.
Raise public awareness: Educate the community about the correlation between affordable housing and homelessness.
Integrate into city planning: Implement these recommendations through the upcoming Comprehensive Plan Update and other ongoing planning initiatives.
